تم اعفاء فوزي لقجع من منصبه في وزارة المالية كوزير منتدب مكلف بالميزانية، وتم تعيينه من طرف جلالة الملك محمد السادس، بظهير شريف على رأس المؤسسة الجديدة التي ستتكلف بتسيير شؤون الرياضة بالمملكة فوزي القجع أصبح مدير المكتب الوطني للرياضة ONS.
المكتب الوطني للرياضة : هي مؤسسة تم إحيائها على شكل “المجلس الأعلى للرياضة” الذي كان في عهد الراحل المغفور له الحسن الثاني طيب الله ثراه، لتسيير شؤون الرياضة الوطنية بعيدا عن الحكومة والأحزاب السياسية. وقد تقرر أن تلحق بالمكتب الوطني للرياضة كل من :
-صندوق تنمية الرياضة CDS ،
-الشركة المغربية للالعاب والرياضة MDJS،
-الشركة الوطنية لانجاز وتدبير الملاعب Sonarges.
و في أول اجتماع للسيد فوزي لقجع كمدير عام للONS ، قرر :
تعديل قانون التربية البدنية من خلال دعم الأندية متعددة الفروع ، ومواكبة “أحادية النشاط” من أجل أن تصبح “متعددة الفروع”. وكنموذج لذلك قرر مواكبة “الرجاء البيضاوي” (شركة وجمعية) من أجل خلق : نادي الرجاء البيضاوي متعدد الفروع.
ودائما مع “قانون التربية البدنية” تقرر الإسراع بتعديلات مثلا : بالاضافة الى ممثل وزراة الداخلية ، إشراك ممثل وزارة العدل في شخص قاضي المحكمة الابتدائية على تسير العملية الانتخابية خلال الجمع العام للجمعيات الرياضية.
إلزامية “الصندوق الانتخابي” خلال الجموع العامة للجمعيات الرياضية، وإن كانت لائحة واحدة، يعني منع التصويت بطريقة “رفع اليد”.
اعتماد نظام اللائحة، والقطع مع خرق القانون فيما يخص : ولايتين كحد أقصى ، وشرط الانخراط سنتين على الأقل.
أصبح المكتب الوطني للرياضة طرف ثالث إلزامي خلال عمليات توقيع عقد دعم الجمعيات الرياضية من طرف المجالس المنتخبة بصفة : مراقب وتحويل القيمة المالية للمكتب الذي يقوم بدوره بتحويلها لحساب الجمعية المعنية.
تقرر إحداث قانون المنخرط موحد للجمعيات الرياضية بثمن رمزي موحد وطنيا يضمن حق التصويت خلال الجمع العام. حيث يروم هذا القرار القطع مع احتكار الجمعيات الرياضية من طرف بعض الرؤساء وكذكلك الرفع من عدد المنخرطين وطنيا.
المكتب الوطني للرياضة، يملك حق حل مكاتب الجمعيات (أندية وكل الجامعات الملكية للرياضات واللجنة الأولمبية) في حالة عدم احترامها القانون ، ويملك صفة المراقب المالي للتقرير الأدبي والمالي وحسابات اليومية.
